Chinatown bursts open during the Chinese New Year festival , held each year on the second full moon after the winter solstice (usually between mid-Jan and mid-Feb) when a giant cloth and papier mache dragon runs down Mott Street. The firecrackers that traditionally accompanied the festival are now banned by the city as a fire hazard (much to local chagrin), yet the gutters still run with ceremonial dyes.
